anyone know if someone has made any D1GP skins for the cars in lfs? (D1GP is the D1 grand prix held in japan for the top 90 drifters in japan and has a mixture of cars like AE86's FD's S15's and the like they get lots of sponsers and there car's look very flash)

Yes there are hundreds made, practically every single car and many of the same skins have been made several times by different people. Unfortunately many drift skins look very similar and the whole "reversed graphic" fad is getting a little tired.
Perhaps the worst thing about many of the skins is that people try to make a GT turbo look like a hachi roku, which is quite impossible.
Some of the better skins include IDD GTR's "Yukes" Eight Six, and Andylec's Red HKS S15 (I am trying to block D1 out of my life completely now that it has become the sad joke of the motorsport world).

well ive decided to have a crack at doing the HKS S15 will be very hard (caus i suck) i got plenty of referance photos and i really think doing this will improve my skining i just have some questions on the s15 the decals are all silvery so does anyone know how i can make the black decals i have into silvery? second it has yellow flames on the side how the hell do i make flames?!?!?! btw it is for the XRR and im using photoshop CS 2 thank you for your help

Silvery decals: overlay a metal gradient onto them with blend layer on multiply (or experiment with other blend settings)-thats in photoshop. flames: you can use decals from car vinyl website graphics for the shapes. Colours are normally a yellow to red gradient.

ok well now i need to know how to add outlines to stuff such as text and things like that. I now need to do this img354.imageshack.us/img354/7917/genki5hf.jpg any one know how i could do this? i dont really want anyone to do it for me i would rather make it myself

quiet easy if you have a good graphic programm. At Paint Shop Pro 8 for example you just add a text, there you can set edges in a different colour. As wide as u want....
