It's in the edges option in fireworks... Don't know about Photoshop though... Fireworks has it's good bits as well as bad bits... But with diffrent edges... It's just so easy.

It's more complicated in Photoshop to get that effect, but there are tutorials around the net. You'll have to search though as I don't remember the name. "Photoshop dots tutorial" could wield some results, though.
