On many skins and of course real life racing cars I notice a red "E" in a circle on the bonnet, often alongside a blue electrical triangle.
What do they actually signify?

Is that not the location for the engine emergency cutoff, and electrics cut off? (the blue triangle) or location for extinguisher, some safety-related thingy

The blue triangle with a red arrow or lightning bolt is located near the battery isolator, the red E is located near the extinguisher. In case of a bad smash track marshalls may need to isolate the power to prevent fire, or get to the extinguisher fast. Displaying symbols like these is usually a compulsory condition for being allowed to race.
The blue triangle with red bolt has many variants but they all look similar enough to be umistakeable in case of emergency.
